The Forum was organized by Arseniy Yatsenyuk “Open Ukraine” Foundation uniting the high-ranking Ukrainian and foreign politicians and opinion leaders from Ukraine, Europe and USA to exchange their views about the Immunity of Eastern Europe: Vaccine of Freedom Against the Virus of Oppression.The KSF 2020 was opened by Mr. Arseniy Yatsenyuk, Chairman of the Kyiv Security Forum and Prime Minister of Ukraine (2014-2016), who emphasized that long-lasting peace in Europe could be achieved only through further EU and NATO enlargement. He emphasized that Ukraine needs a long-lasting peace. "Peace on Ukrainian terms. Peace is not through surrender and enslavement. Not because of reconciliation on Russian terms. Peace is solely for Ukraine to regain its historical, legal and legitimate territories: Donetsk, Luhansk and Crimea. In order for Ukraine to receive real, not imaginary security guarantees, as was the case under the Budapest Memorandum."Arseniy Yatsenyuk called on the U.S. and EU partners to establish a senior level mission aimed – "to provide sustainable peace and stability in Europe as well as to complete the historical unification of Europe. That is not similar to the United Nations. That is a united mission of the U.S. and Europe aimed to reach and to ensure unity of Europe."In his video address to the Forum participants, Donald Tusk, the President of the European People's Party and the President of the European Council in 2014-2019, stressed that the EU should reconsider its attitude to Eastern Europe, "all interested countries should send a political signal with clear action plans." Mr. Donald Tusk underlined the need to restore strong democratic leadership of the West – "Either the United States, the European Union and the region’s democracies (including Ukraine) offer thoughtful approaches on how to support Europe’s East on a difficult road to democracy, real independence, and membership in the European project, or the vacuum of leadership will be used by Russia."Prof. Francis Fukuyama, the world-known philosopher and the Senior Fellow at Stanford University’s Freeman Spogli Institute for International Studies, has reflected on further success of Ukraine that has to develop its democratic institutions and fight against corruption. That will become a precondition for other countries in the region to move forward in a democratic way – "Ukraine could become an inspiration and a beacon for other people who want to live in free and democratic societies."Ms. Sviatlana Tsikhanovska, the Belorussian human rights defender and political activist, has sent the words of deep gratitude to the people of Ukraine for their support of peaceful protests in her country and emphasized the inspirational example of Ukraine. Mr. Oleksiy Danilov, the Secretary of the Council of the National Security and Defence of Ukraine, has also reflected on the situation in Belarus and has identified it as a very complicated one. He argued that in case this situation was out of Lukashenko’s and Putin’s control, the Russian Federation might also use its Armed Forces. Mr. Linas Linkevičius, the Minister of Foreign Affairs of Lithuania and Lt. Gen. Donald TUSK was born on 22 April 1957 in Gdańsk, Poland. His father worked as a carpenter on the railway, his mother as a secretary at a hospital. When TUSK was 14 years old, his father died.In 1976 he started studying history at Gdańsk University, where he became involved &nbsp;in illegal activities against the Communist regime. At the time he cooperated inter alia with the underground Free Trade Unions and met the future Solidarity leader Lech Wałęsa.In 1980 Donald TUSK founded an Independent Students’ Association, NZS, which was part of the ‘Solidarity’ movement. He became the leader of ‘Solidarity’ at his place of work and a journalist on a newspaper published by ‘Solidarity’.After martial law was imposed in December 1981 by General Jaruzelski, he remained in hiding for some time. He then worked as a bread seller and later, between 1984 and 1989, he earned his living as a manual labourer specialising in work at high altitudes with the aid of climbing equipment.At the same time he was an activist in the underground Solidarity movement. After being arrested for a short time, he was set free following an amnesty for political prisoners announced by General Jaruzelski.In 1983, Donald TUSK founded an illegal monthly ‘Political Review’, propagating economic liberalism and rules of liberal democracy. An informal think-tank supporting Lech Wałęsa was centred around the periodical. After the collapse of communism, think-tank members known as ‘Gdańsk liberals’ formed a government after the first free presidential elections in Poland.Simultaneously they founded the first pro-business and pro-Europe party in Poland, the Liberal Democratic Congress, with Donald TUSK as its leader. He was also responsible for de-monopolising and privatising the former communist state-owned press concern.In the 1990s, Donald Tusk was a Member of Parliament, inter alia deputy Speaker of the Senate. In the same years he published a series of books on the history of Gdańsk, some of which turned out to be bestsellers. In 2001, Donald TUSK was one of the initiators of the new centrist party called the Civic Platform and in 2003 he became its leader.In 2007, after a tough campaign he defeated the ruling rightist party and became Prime Minister. He was in office for seven years, which made him the longest-serving Prime Minister in democratic Poland, and the first one to be re-elected. During his seven-year term, Poland continued to maintain economic growth, and in the time of crisis the Polish economy grew by almost 20%, a record performance in Europe.In 2014, Donald TUSK was elected to the position of President of the European Council and in 2017 re-elected for the second mandate of 2.5 years. His term ended on 30 November 2019.In December 2019, he published a diary “Szczerze”, based on his five-year-term as President of the European Council, which became a bestseller in Poland. On December 2019, Donald TUSK assumed office of the President of the European People’s Party.

Alexander Vershbow is an American diplomat and former Deputy Secretary General of the North Atlantic Treaty Organization.From 1977 to 2008, Mr. Vershbow was a career member of the United States Foreign Service. He served as U.S. Ambassador to the North Atlantic Treaty Organization (1998-2001); to the Russian Federation (2001-2005); and to the Republic of Korea (2005-2008). He held numerous senior positions in Washington, including Special Assistant to the President and Senior Director for European Affairs at the National Security Council (1994-97) and State Department Director for Soviet Union Affairs (1988-91).During his career, he was centrally involved in strengthening U.S. defense relations with allies in Europe and Asia and in transforming NATO and other European security organizations to meet post-Cold War challenges. He also was centrally involved in efforts to promote democracy and human rights in the former Soviet Union.Alexander Vershbow is a long-time student of Russian Affairs and international relations. He received a B.A. in Russian and East European Studies from Yale University (1974) and a Master’s Degree in International Relations and Certificate of the Russian Institute from Columbia University (1976).During his U.S. government career, Ambassador Vershbow received numerous awards including the Department of Defense’s Distinguished Civilian Service Medal (2012) the State Department’s Cordell Hull Award for Economic Achievement for his contributions to negotiations on the Korea-U.S. Free Trade Agreement (2007); the American Bar Association’s Ambassador’s Award for his advocacy of the democracy, human rights and rule of law in Russia (2004); the State Department’s Distinguished Service Award for his work as Ambassador to NATO (2001); the Department of Defense’s Joseph J. Kruzel Award for his contributions to peace in the former Yugoslavia (1997); and the Anatoly Sharansky Freedom Award of the Union of Councils of Soviet Jews for his work in advancing the cause of Jewish emigration from the USSR (1990).

Amb. Alexander VERSHBOW

Alina Inayeh joined the German Marshall Fund GMF in 2007 as the director of the Black Sea Trust for Regional Cooperation, a project dedicated to strengthening cooperation and fostering development in the Black Sea Region.She is an active practitioner in the field of international development and democratization, having run the Freedom House office in Ukraine in 2004 and the NDI office in Russia between 2000-2003, with a focus on civic education and political processes. She has trained NGOs throughout Central and Eastern Europe and the Former Soviet Union on issues related to NGO development and democratization.Mrs. Inayeh has been a leading civic activist in the 1990s in her own country, Romania, and an active promoter of the NGO sector in the country. She received her bachelor's degree in geology from the University of Bucharest and a master's in public policy from the Woodrow Wilson School, University of Princeton.She is fluent in English and Russian in addition to her native Romanian.

Alina INAYEH

Mr. Karoblis graduated from the Law Faculty, Vilnius University. He started his work as a legal consultant at the Lithuanian Free Market Institute. In 1994-1995 he was appointed the First Secretary, Foreign Trade Policy Division at the Ministry of Foreign Affairs of the Republic of Lithuania. From 1995 to 1999 he served at the Ministry of Foreign Affairs of the Republic of Lithuania as the director of different departments.In 1999-2003 Mr. Karoblis was a Minister Counsellor at the Permanent Mission of the Republic of Lithuania to the United Nations Office in Geneva.In 2001-2003 he was a Permanent Representative of the Republic of Lithuania to the WTO and after that, he came back to Lithuania where he continued his work as a director of Foreign Trade Policy Department at the Ministry of Foreign Affairs of the Republic of Lithuania.In 2007-2010 Mr. Karoblis served as a Deputy Permanent Representative of the Republic of Lithuania to the European Union (COREPER I) and for the next five he was the Permanent Representative of the Republic of Lithuania to the European Union.In 2015-2016 Mr. Karoblis was a Vice Minister of Foreign Affairs of the Republic of Lithuania.In December 2016 Mr. Karoblis was inaugurated as the Minister of National Defence of the Republic of Lithuania.

Raimundas KAROBLIS

Graduated from École normale supérieure, Sciences-Po Paris and École nationale d’administration (ENA), he has a Master degree in History.A former adviser to the Minister of Finance, he was an investigator at the Accounting Court and Head of Department in Strategic Planning Commission (Prime Minister’s Office). He served as head of a special mission on international issues for the French government.Mr. Tenzer had several missions for international organizations in Bosnia-Herzegovina, Bulgaria, Algeria, Ukraine, Montenegro, Serbia, Haiti, Morocco and Jordan. He is the co-founder and now honorary chairman of Initiative for the Development of French Expertise Abroad in Europe and Worldwide (IDEFIE). He has been executive president of Aspen Institute France.Chairman of the Center for Studies and Research on Political Decision (CERAP) and the editor of the review Le Banquet, he is an associate professor at Paris School of International Affairs (PSIA, Sciences-Po), ENA and Institute for Advanced Studies on National Defence. He has been visiting a professor at foreign universities (US, Canada, Serbia, South Korea, etc.).Mr. Tenzer is the author of several books, including Political Philosophy; The World in 2030. The Rule and the Disorder; and France Needs Others. He was awarded knight of Légion d’Honneur and knight des Arts et Lettres.

Nicolas TENZER

Celeste WALLANDER is President and CEO of the U.S. Russia Foundation. She served as Special Assistant to the President and Senior Director for Russia/Eurasia on the National Security Council (2013-2017), and as the Deputy Assistant Secretary of Defense for Russia/Ukraine/Eurasia (2009-2012), professor at American University (2009-2013), visiting professor at Georgetown University (2006-2008), Director for Russia/Eurasia at the Center for Strategic and International Studies (2001-2006), Senior Fellow at the Council on Foreign Relations (2000-2001), and professor of Government at Harvard (1989-2000).She is the author of over 80 publications on European and Eurasian security issues, focused on Russian foreign and defense strategy. She received her Ph.D. (1990), M.Phil. (1986) and M.A. (1985) degrees from Yale University, and her B.A. (1983 – summa cum laude) from Northwestern University.She is a member of the Council on Foreign Relations, the Atlantic Council of the United States, and the International Institute for Strategic Studies.

Steven Pifer is a nonresident senior fellow with the Brookings Institution, where he spent nine years as a resident scholar focusing on arms control, Ukraine and Russia.A retired Foreign Service officer, his more than 25 years with the State Department included assignments as deputy assistant secretary of state with responsibilities for Russia and Ukraine, U.S. ambassador to Ukraine, and special assistant to the president and senior director for Russia, Ukraine and Eurasia on the National Security Council. He also served in Warsaw, Geneva, Moscow and London.

Linas LINKEVIČIUS is a Lithuanian politician of the Social Democratic Labour Party. Linkevičius served as Minister of National Defence from 1993 to 1996 and from 2000 to 2004. He was the Lithuanian Permanent Representative to NATO from 2005 until 2011.In December 2012 Linkevičius was appointed as Minister of Foreign Affairs. Linkevičius has been a constant opponent within the European Union and NATO of compromises with Russia over Ukraine.In a newspaper column, in June 2015, Linkevičius warned Lithuania's NATO partners against regression to a mid-Cold War-like détente with Russia, as the one experienced in the late 1960s and throughout the 1970s.Referring to Lithuania as a "frontline state" with Russia, he urged in that column that "NATO’s capabilities should be based on sober threat analyses, not illusions. Timothy SNYDER

Regularly invited to the media to comment political processes and international relations.He takes an active part in public discussion of bills on occupied territories. One of the initiators of the civil campaign "No - changes to the Constitution during a martial law!" (In the summer of 2015, on the eve of the adoption in the 1st reading of the constitutional amendments concerning the "special status of the Donbas", the relevant petition to the authorities was signed by dozens of well-known Ukrainians). One of the founders of the Civil Initiative "Close the Kremlin`s Bazoo" which opposes the hidden Russian media on the territory of Ukraine. Co-founder of the non-profit organization "Institute for Actual Research", which primarily deals with the public initiative "Protection of Migrant Workers".

Mykhailo BASARAB

He is Senior Fellow &amp; Director of the Russia Program at the Center for European Policy Analysis. Before joining CEPA he was Senior Russia Analyst at Radio Free Europe/Radio Liberty. He also worked as a foreign correspondent for The Boston Globe in Moscow and Prague; as a graduate instructor in the Department of Government and International Studies at the University of South Carolina; and as a visiting lecturer in the History Faculty at Mechnikov National University in Odessa, Ukraine and the International Relations Faculty at St. Petersburg State University.

Since 2004, James Bezan has been successfully elected five times as the Canadian Member of Parliament in the riding of Selkirk-Interlake-Eastman in the province of Manitoba. He has published extensively on Soviet, Russian and Ukrainian military, security and foreign policy, as well as energy security and the Black Sea region. His latest book is Hard Diplomacy and Soft Coercion: Russia’s Influence Abroad (Chatham House, 2013). Other publications include The Militarization of Russian Policy (Transatlantic Academy, Washington 2017), The New East-West Discord: Russian Objectives, Western Interests (Clingendael, December 2015) “Ukraine: A War of Narratives and Arms” (in The Russia Challenge, Chatham House, June 2015), The Mortgaging of Ukraine’s Independence (Chatham House 2010) and Russia and the West: A Reassessment (UK Defence Academy 2008). Oleksandr Turchynov is a Ukrainian politician, writer and economist. He is the current Secretary of the National Security and Defence Council of Ukraine.Mr. Turchynov is a former acting President of Ukraine from the removal from power of President Viktor Yanukovych on 21 February 2014 until Petro Poroshenko was sworn in as Ukrainian President on 7 June 2014. He then became Chairman of the Ukrainian Parliament until 27 November 2014. Mr. Turchynov also served as acting Prime Minister in 2010.He graduated from the Dnipropetrovsk Metallurgical Institute in 1986, after which he worked at Kryvorizhstal, a large Ukrainian steel producer. From 1987 to 1990, he served as head of the agitation and propaganda division of the Dnipropetrovsk Oblast Committee. In 1993 Mr. Turchynov was appointed an advisor on economic issues to Prime Minister.In 1998, he was elected to parliament. He was also re-elected to parliament in 2002, 2006, 2012 and 2014.On 4 February 2005, Mr.Turchynov was appointed and served as the first‐ever civilian head of the Security Service of Ukraine.On 4 March 2010 Oleksandr Turchynov was empowered to fulfill the Prime Minister's duties until a new government was formed.On 22 February 2014, he was elected as speaker of Verkhovna Rada. On 23 February 2014, Oleksandr &nbsp;Turchynov was designated as acting President of Ukraine following the impeachment of Viktor Yanukovych. On 25 February Turchynov assumed the (Presidential power of) command of the Ukrainian Armed Forces.On 10 September 2014, he became founding member the new party People's Front.On 16 December 2014, President Poroshenko appointed Turchynov as Secretary of the National Security and Defence Council of Ukraine.
