The fifteenth Kyiv Security Forum was held on May 25-26, 2023.

On December 1, 2022 – the 31 st anniversary of the national referendum that confirmed Ukraine’s independence, territorial integrity and the inviolability of its borders – the annual Kyiv Security Forum will be held.The main slogan of this year’s KSF is “All for Victory”. On April 10-11, 2014 Kyiv will host the 7th Kyiv Security Forum “On the Fault Line: to be Secure In–Between”. Over 400 international and Ukrainian policy leaders, representatives of political, business and civic circles from more than 20 countries of the world will discuss global security trends and challenges in current international relations. This year the main theme of the Forum will focus on recent developments in Ukraine and close to its borders, their preconditions, and possible outcomes for the country, region, Europe and even for the world at large.Ukrainian and international experts will provide a forecast for possible scenarios and their consequences as well as give expert advice with regard to ensuring stability and security in Europe and neighboring regions in the future.The Forum will focus on current security issues, particularly: new global security strategies, Crimea crises and setting new global rules, importance of international guarantees, military alliances and ensuring security for neutral countries, the EU’s position in global political fight, international mechanisms of human rights protection, Russian factor in regional conflicts, role of civic society and the media in state formation.

On February 21, the 8th Youth Kyiv Security Forum was held with many well-known participants from all over the world.This years' topic is "Old Challenges New Dynamics: Plans for the Twenties". On June 11, 2021, the Kyiv Security Forum, founded by the Arseniy Yatsenyuk Open Ukraine Foundation, will hold its ninth annual youth meeting.This year, the Youth Kyiv Security Forum will take place on the eve of the NATO summit in Brussels, scheduled for June 14, and will be dedicated to the integration of Ukraine and the countries of our region into NATO.The large-scale meeting will bring together well-known Ukrainian and foreign politicians, diplomats, experts, as well as more than four dozen young professionals from all regions of our country and young colleagues from Georgia. Donald TUSK was born on 22 April 1957 in Gdańsk, Poland. His father worked as a carpenter on the railway, his mother as a secretary at a hospital. When TUSK was 14 years old, his father died.In 1976 he started studying history at Gdańsk University, where he became involved &nbsp;in illegal activities against the Communist regime. At the time he cooperated inter alia with the underground Free Trade Unions and met the future Solidarity leader Lech Wałęsa.In 1980 Donald TUSK founded an Independent Students’ Association, NZS, which was part of the ‘Solidarity’ movement. He became the leader of ‘Solidarity’ at his place of work and a journalist on a newspaper published by ‘Solidarity’.After martial law was imposed in December 1981 by General Jaruzelski, he remained in hiding for some time. He then worked as a bread seller and later, between 1984 and 1989, he earned his living as a manual labourer specialising in work at high altitudes with the aid of climbing equipment.At the same time he was an activist in the underground Solidarity movement. After being arrested for a short time, he was set free following an amnesty for political prisoners announced by General Jaruzelski.In 1983, Donald TUSK founded an illegal monthly ‘Political Review’, propagating economic liberalism and rules of liberal democracy. An informal think-tank supporting Lech Wałęsa was centred around the periodical. After the collapse of communism, think-tank members known as ‘Gdańsk liberals’ formed a government after the first free presidential elections in Poland.Simultaneously they founded the first pro-business and pro-Europe party in Poland, the Liberal Democratic Congress, with Donald TUSK as its leader. He was also responsible for de-monopolising and privatising the former communist state-owned press concern.In the 1990s, Donald Tusk was a Member of Parliament, inter alia deputy Speaker of the Senate. In the same years he published a series of books on the history of Gdańsk, some of which turned out to be bestsellers. In 2001, Donald TUSK was one of the initiators of the new centrist party called the Civic Platform and in 2003 he became its leader.In 2007, after a tough campaign he defeated the ruling rightist party and became Prime Minister. He was in office for seven years, which made him the longest-serving Prime Minister in democratic Poland, and the first one to be re-elected. During his seven-year term, Poland continued to maintain economic growth, and in the time of crisis the Polish economy grew by almost 20%, a record performance in Europe.In 2014, Donald TUSK was elected to the position of President of the European Council and in 2017 re-elected for the second mandate of 2.5 years. His term ended on 30 November 2019.In December 2019, he published a diary “Szczerze”, based on his five-year-term as President of the European Council, which became a bestseller in Poland. On December 2019, Donald TUSK assumed office of the President of the European People’s Party.

Alexander Vershbow is an American diplomat and former Deputy Secretary General of the North Atlantic Treaty Organization.From 1977 to 2008, Mr. Vershbow was a career member of the United States Foreign Service. He served as U.S. Ambassador to the North Atlantic Treaty Organization (1998-2001); to the Russian Federation (2001-2005); and to the Republic of Korea (2005-2008). He held numerous senior positions in Washington, including Special Assistant to the President and Senior Director for European Affairs at the National Security Council (1994-97) and State Department Director for Soviet Union Affairs (1988-91).During his career, he was centrally involved in strengthening U.S. defense relations with allies in Europe and Asia and in transforming NATO and other European security organizations to meet post-Cold War challenges. He also was centrally involved in efforts to promote democracy and human rights in the former Soviet Union.Alexander Vershbow is a long-time student of Russian Affairs and international relations. He received a B.A. in Russian and East European Studies from Yale University (1974) and a Master’s Degree in International Relations and Certificate of the Russian Institute from Columbia University (1976).During his U.S. government career, Ambassador Vershbow received numerous awards including the Department of Defense’s Distinguished Civilian Service Medal (2012) the State Department’s Cordell Hull Award for Economic Achievement for his contributions to negotiations on the Korea-U.S. Free Trade Agreement (2007); the American Bar Association’s Ambassador’s Award for his advocacy of the democracy, human rights and rule of law in Russia (2004); the State Department’s Distinguished Service Award for his work as Ambassador to NATO (2001); the Department of Defense’s Joseph J. Kruzel Award for his contributions to peace in the former Yugoslavia (1997); and the Anatoly Sharansky Freedom Award of the Union of Councils of Soviet Jews for his work in advancing the cause of Jewish emigration from the USSR (1990).

Alina Inayeh joined the German Marshall Fund GMF in 2007 as the director of the Black Sea Trust for Regional Cooperation, a project dedicated to strengthening cooperation and fostering development in the Black Sea Region.She is an active practitioner in the field of international development and democratization, having run the Freedom House office in Ukraine in 2004 and the NDI office in Russia between 2000-2003, with a focus on civic education and political processes. She has trained NGOs throughout Central and Eastern Europe and the Former Soviet Union on issues related to NGO development and democratization.Mrs. Inayeh has been a leading civic activist in the 1990s in her own country, Romania, and an active promoter of the NGO sector in the country. She received her bachelor's degree in geology from the University of Bucharest and a master's in public policy from the Woodrow Wilson School, University of Princeton.She is fluent in English and Russian in addition to her native Romanian.

Alina INAYEH

Mr. Karoblis graduated from the Law Faculty, Vilnius University. He started his work as a legal consultant at the Lithuanian Free Market Institute. In 1994-1995 he was appointed the First Secretary, Foreign Trade Policy Division at the Ministry of Foreign Affairs of the Republic of Lithuania. From 1995 to 1999 he served at the Ministry of Foreign Affairs of the Republic of Lithuania as the director of different departments.In 1999-2003 Mr. Karoblis was a Minister Counsellor at the Permanent Mission of the Republic of Lithuania to the United Nations Office in Geneva.In 2001-2003 he was a Permanent Representative of the Republic of Lithuania to the WTO and after that, he came back to Lithuania where he continued his work as a director of Foreign Trade Policy Department at the Ministry of Foreign Affairs of the Republic of Lithuania.In 2007-2010 Mr. Karoblis served as a Deputy Permanent Representative of the Republic of Lithuania to the European Union (COREPER I) and for the next five he was the Permanent Representative of the Republic of Lithuania to the European Union.In 2015-2016 Mr. Karoblis was a Vice Minister of Foreign Affairs of the Republic of Lithuania.In December 2016 Mr. Karoblis was inaugurated as the Minister of National Defence of the Republic of Lithuania.

Raimundas KAROBLIS

Graduated from École normale supérieure, Sciences-Po Paris and École nationale d’administration (ENA), he has a Master degree in History.A former adviser to the Minister of Finance, he was an investigator at the Accounting Court and Head of Department in Strategic Planning Commission (Prime Minister’s Office). He served as head of a special mission on international issues for the French government.Mr. Tenzer had several missions for international organizations in Bosnia-Herzegovina, Bulgaria, Algeria, Ukraine, Montenegro, Serbia, Haiti, Morocco and Jordan. He is the co-founder and now honorary chairman of Initiative for the Development of French Expertise Abroad in Europe and Worldwide (IDEFIE). He has been executive president of Aspen Institute France.Chairman of the Center for Studies and Research on Political Decision (CERAP) and the editor of the review Le Banquet, he is an associate professor at Paris School of International Affairs (PSIA, Sciences-Po), ENA and Institute for Advanced Studies on National Defence. He has been visiting a professor at foreign universities (US, Canada, Serbia, South Korea, etc.).Mr. Tenzer is the author of several books, including Political Philosophy; The World in 2030. The Rule and the Disorder; and France Needs Others. He was awarded knight of Légion d’Honneur and knight des Arts et Lettres.

Celeste WALLANDER is President and CEO of the U.S. Russia Foundation. She served as Special Assistant to the President and Senior Director for Russia/Eurasia on the National Security Council (2013-2017), and as the Deputy Assistant Secretary of Defense for Russia/Ukraine/Eurasia (2009-2012), professor at American University (2009-2013), visiting professor at Georgetown University (2006-2008), Director for Russia/Eurasia at the Center for Strategic and International Studies (2001-2006), Senior Fellow at the Council on Foreign Relations (2000-2001), and professor of Government at Harvard (1989-2000).She is the author of over 80 publications on European and Eurasian security issues, focused on Russian foreign and defense strategy. She received her Ph.D. (1990), M.Phil. (1986) and M.A. (1985) degrees from Yale University, and her B.A. (1983 – summa cum laude) from Northwestern University.She is a member of the Council on Foreign Relations, the Atlantic Council of the United States, and the International Institute for Strategic Studies.

Steven Pifer is a nonresident senior fellow with the Brookings Institution, where he spent nine years as a resident scholar focusing on arms control, Ukraine and Russia.A retired Foreign Service officer, his more than 25 years with the State Department included assignments as deputy assistant secretary of state with responsibilities for Russia and Ukraine, U.S. ambassador to Ukraine, and special assistant to the president and senior director for Russia, Ukraine and Eurasia on the National Security Council. He also served in Warsaw, Geneva, Moscow and London.

Oleksandra Vyacheslavivna Matviychuk is a Ukrainian human rights activist, laureate of the Vasyl Stus and "Defender of Democracy" awards. Head of the Center for Civil Liberties, awarded the 2022 Nobel Peace Prize. Works on the issue of human rights in Ukraine and the OSCE region. Nobel Peace Prize 2022.

Oleksandra MATVIICHUK

Hanna Hopko Chairman of the Verkhovna Rada (Parliament of Ukraine) Committee on Foreign Affairs since December 4, 2014.She holds a Ph.D. degree in social communications, in 2009 defended the thesis “Ecological Journalism: Worldview Aspect”, later graduated the Ukrainian School of Political Studies and became an expert on public lobbying for the Institute of Political Education.In 2014, after the events at Maidan, she, together with other activists of the EuroMaidan civic sector, co-founded the “Reanimation Package of Reforms”.Member of the Board of Trustees of the Ohkmatdyt National Children’s Specialized Hospital since 2011 up to date.Before being elected a member of the Verkhovna Rada of Ukraine, she was a member of the Board of the Anti-Corruption Action Centre, coordinator of the advocacy campaign “Our Children” of the volunteer movement “Space of Freedom”.Together with other movements and politicians, she advocated the adoption by the Verkhovna Rada of 12 laws, including “On Transparency of Public Procurement”, “On Higher Education”, “On Access to Public Information” and the others.In the special elections to the Verkhovna Rada of 2014, she was elected a member of Parliament of Ukraine of the 8th convocation on the list of the Samopomich (“Self Reliance”) Party (No. 1 in the list), excluded from the faction for having supported the draft law on decentralization on August 31, 2015.

Oleksiy DANILOV, was born in Krasnyi Luch, Luhansk Oblast (Ukraine). He graduated from the Taras Shevchenko Luhansk State Pedagogical University with majors in history, the East Ukrainian Volodymyr Dahl National University with a master's degree in management, and the Luhansk State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine receiving a law degree.In 1994-1997, he was Mayor of Luhansk.In 2005-2006, he was appointed Head of the Luhansk Regional State Administration, Deputy Director of the Institute for European Integration and Development.In 2006-2007, he was a Member of Parliament of the 5th convocation, a member of the Verkhovna Rada of Ukraine Committee on State Building, Regional Policy and Local Self-Government.In 2012-2019, he headed the Ukrainian Fund for Entrepreneurship Support.On July 23, 2019, by the Decree of the President of Ukraine №551/2019, he was appointed Deputy Secretary of the National Security and Defense Council of Ukraine.On October 3, 2019, by the Decree of the President of Ukraine №733/2019, he was appointed Secretary of the National Security and Defense Council of Ukraine.

Olena KONDRATIUK is a Ukrainian politician and public relations specialist. She was elected to the Verkhovna Rada in the 2007 Ukrainian parliamentary elections.Olena KONDRATIUK was born in Lviv. In 1993, she graduated from Lviv University as a historian. Later KONDRATIUK also defended her dissertation becoming Candidate of historical sciences.Before being elected to the Verkhovna Rada for the first time in 2007, Kondratiuk was a director of a local PR agency "Radnyk" and a member of Reforms and Order Party. In 2007 she entered the Rada on a party list of the electoral Bloc of Yulia Tymoshenko as a member of Reforms and Order Party.

Anka Feldhusen graduated from the Kiel School of Applied Sciences in 1985 and subsequently studied Political Science, Slavistics and English at the Christian-Albrechts-Universität Kiel (1985-1987) and at the Institut d'Etudes Politiques in Paris (1987-1990) received her diploma. Was she followed by a course for the higher foreign service at the training center of the Foreign Office in Bonn (1993-1994).From 1994 to 1997 she was press and protocol officer of the German Embassy Kyiv. She completed a master's degree in International Relations at the Fletcher School of Law and Diplomacy in Medford (1997-1998).From 1998 to 2001 she was protocol officer of the Foreign Office in Bonn and Berlin. During this time, she headed the office of the Foreign Office in Prizren for two months in 2000. She was then a member of the EU Coordinating Staff at the Federal Foreign Office Berlin (2001-2002), Deputy Head of the German Embassy in Havana (2002-2005), Head of the Federal Foreign Office Berlin (2005-2009), Deputy Head of the German Embassy in Kyiv (2009-2015), Head of Unit East Africa of the Federal Foreign Office Berlin (2015-2016) and Head of Division of the Department of Foreign Affairs of the Federal President's Office Berlin (2016-2019). Since July 2019 she is Ambassador of the Federal Republic of Germany in Kyiv.According to Ukrainian high-rank officials, she is one of the most effective ambassadors of Germany to Ukraine.&nbsp;

Ambassador HERBST served for thirty-one years as a Foreign Service officer in the US Department of State, retiring with the rank of career-minister.He was the US ambassador to Ukraine (2003-2006). Prior to his ambassadorship in Ukraine, he was the ambassador to Uzbekistan (2000-2003). In his last four years at the State Department, he served as the coordinator for reconstruction and stabilization, leading the US government’s civilian capacity in societies in transition from conflict or civil strife, and to provide support to countries at risk of instability. Ambassador HERBST previously served as US consul general in Jerusalem; principal deputy to the ambassador-at-large for the Newly Independent States; the director of the Office of Independent States and Commonwealth Affairs; director of regional affairs in the Near East Bureau; and at the embassies in Tel Aviv, Moscow, and Saudi Arabia. He is Senior Fellow &amp; Director of the Russia Program at the Center for European Policy Analysis. Before joining CEPA he was Senior Russia Analyst at Radio Free Europe/Radio Liberty. Ms. Maronkova became the Director of the NATO Information and Documentation Center in Ukraine in March, 2017.Previously she worked at the NATO’s Public Diplomacy Division in Brussels, Belgium as program coordinator to oversee projects that aim to raise awareness and promote NATO in a number of NATO member states.As of September 2010, she works as program manager and is responsible for designing, planning and implementing public diplomacy campaigns in the Western Balkans. Since 2004, James Bezan has been successfully elected five times as the Canadian Member of Parliament in the riding of Selkirk-Interlake-Eastman in the province of Manitoba. Over the course of his parliamentary career, he has chaired the House of Commons' Standing Committees for Agriculture and Agri-Food (2007-2008); Environment (2008-2011); and National Defence (2011-2013). &nbsp;Bezan served as Parliamentary Secretary to the Minister of National Defence from 2013-2015, and was active on files dealing with military procurement, mental health in the armed forces, the war against ISIS, and Russia's aggression in Ukraine. &nbsp;Bezan currently serves in the Official Opposition Shadow Cabinet as the Official Opposition Shadow Minister for National Defence, and is Vice-Chair of the House of Commons Standing Committee on National Defence.Bezan has been very outspoken on the issue of Ukrainian sovereignty, democracy and human rights, and as a result, was one of thirteen Canadian officials sanctioned by the Russian government in 2014. &nbsp;For his work on Ukrainian issues he has been recognized with numerous awards both in Canada and abroad, including the ‘Order of Prince Yaroslav the Wise’ (Ukraine’s highest civilian award) for his 2008 private members’ bill to recognize the Holomodor as genocide. Bezan recently sponsored Bill S-226, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law) in the House of Commons. The Bill received unanimous support and was passed into law on October 18, 2017.

Oleksandr Turchynov is a Ukrainian politician, writer and economist. He is the current Secretary of the National Security and Defence Council of Ukraine.Mr. Turchynov is a former acting President of Ukraine from the removal from power of President Viktor Yanukovych on 21 February 2014 until Petro Poroshenko was sworn in as Ukrainian President on 7 June 2014. He then became Chairman of the Ukrainian Parliament until 27 November 2014. Mr. Turchynov also served as acting Prime Minister in 2010.He graduated from the Dnipropetrovsk Metallurgical Institute in 1986, after which he worked at Kryvorizhstal, a large Ukrainian steel producer. From 1987 to 1990, he served as head of the agitation and propaganda division of the Dnipropetrovsk Oblast Committee. In 1993 Mr. Turchynov was appointed an advisor on economic issues to Prime Minister.In 1998, he was elected to parliament. He was also re-elected to parliament in 2002, 2006, 2012 and 2014.On 4 February 2005, Mr.Turchynov was appointed and served as the first‐ever civilian head of the Security Service of Ukraine.On 4 March 2010 Oleksandr Turchynov was empowered to fulfill the Prime Minister's duties until a new government was formed.On 22 February 2014, he was elected as speaker of Verkhovna Rada. On 23 February 2014, Oleksandr &nbsp;Turchynov was designated as acting President of Ukraine following the impeachment of Viktor Yanukovych.
