Oleksiy DANILOV, was born in Krasnyi Luch, Luhansk Oblast (Ukraine). He graduated from the Taras Shevchenko Luhansk State Pedagogical University with majors in history, the East Ukrainian Volodymyr Dahl National University with a master's degree in management, and the Luhansk State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine receiving a law degree.

In 1994-1997, he was Mayor of Luhansk.

In 2005-2006, he was appointed Head of the Luhansk Regional State Administration, Deputy Director of the Institute for European Integration and Development.

In 2006-2007, he was a Member of Parliament of the 5th convocation, a member of the Verkhovna Rada of Ukraine Committee on State Building, Regional Policy and Local Self-Government.

In 2012-2019, he headed the Ukrainian Fund for Entrepreneurship Support.

On July 23, 2019, by the Decree of the President of Ukraine №551/2019, he was appointed Deputy Secretary of the National Security and Defense Council of Ukraine.

On October 3, 2019, by the Decree of the President of Ukraine №733/2019, he was appointed Secretary of the National Security and Defense Council of Ukraine.
