European countries must overcome a psychological barrier and relearn how to live in a reality where the concept of an enemy exists, as well as build broad global coalitions to defend shared values. David Behar, the Director for Analysis, Planning and Strategy at the French Foreign Ministry, emphasized this point during the 18th annual Kyiv Security Forum, which focused on the theme "Darkness or Dawn: Is Light Ahead?"
"Part of this grim picture for us Europeans is the need to relearn how to cope with the fear of an enemy. This is something Europe has forgotten, either because of fear of itself or because it was more convenient to live without an enemy. The process of rethinking who your enemy is, and the ability to look them in the eye, is a way out of these darkest times," the diplomat stated.
Behar noted that many crisis scenarios once considered theoretical have already become reality: from the threat of radical forces coming to power in the EU to climate disasters and the "instrumentalization of interdependencies", when energy resources or infrastructure are used as weapons. According to him, the traditional frameworks of warfare are collapsing before our eyes due to strikes on civilian targets and the use of asymmetric methods.
The French Foreign Ministry representative stressed that in order to counter authoritarianism, the West must win the "battle of narratives", particularly in its relations with the Global South.
"We must build large coalitions, including North–South coalitions. To do this, it is important to find a balance: to be pragmatic, to recognize people's suffering according to the same standards, while at the same time remaining faithful to our principles. We see that authoritarianism has built-in weaknesses, and this gives us opportunities," Behar noted.
He also added that Europeans are increasingly aware of the Russian threat and are increasing defense spending for the sake of their own subjectivity, not just to satisfy U.S. demands. In his view, the demonstrated solidarity with Ukraine is an example of "value-based loyalty", which can become the foundation for new global alliances.
