Negotiations on Ukraine’s accession to the European Union will directly impact regional and community development, changing economic policy and local governance approaches. Taras Kachka, Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration, made this statement during the 18th annual Kyiv Security Forum, which was held under the theme “Darkness or Dawn: Is Light Ahead?”
“European integration, or rather negotiations on accession to the European Union, will shift many of Ukraine's policies toward a regional perspective, toward implementation in cities and specific communities," he said.
According to Kachka, one of the key elements is meeting EU requirements in the field of regional policy, specifically preparing development strategies, a list of projects, and infrastructure for the use of European funds. "All these requirements that the European Union introduces are requirements that are implemented in each specific city without exception," he stressed.
The Deputy Prime Minister of Ukraine emphasized that EU accession will bring practical changes to citizens' daily lives, regardless of where they live. He explained that the European Union’s economic policy is implemented precisely through the regional dimension, including support for businesses, job creation, and infrastructure development.
"This will be a revolutionary change in state support for economic development, with the main focus on regions and communities," he said.
At the same time, Kachka emphasized that Ukraine already has a foundation thanks to decentralization reform. However, the next step should be transitioning to strategic planning for community development.
He added that relevant approaches are already partially being implemented within the framework of the Ukraine Facility, which provides for strengthening the regional approach to economic development, among other things.
He noted that Ukraine must invest in planning, control, and financial management to utilize European funds effectively.
Kyiv Security Forum (KSF) is an annual international event launched in 2007 on the initiative of Arseniy Yatsenyuk Open Ukraine Foundation. This year it is held on April 23-24.
