Effective anti-corruption and counter-intelligence activities, along with the improvement of the State Bureau of Investigation’s (SBI) performance, will safeguard Ukraine from internal and external influence. This was stated by Dmytro Kalmykov, Deputy Head of the National Agency on Corruption Prevention (NACP), during the 18th annual Kyiv Security Forum entitled “Darkness or Dawn: Is Light Ahead?”
“Corruption - both as an instrument of external influence and internal origin - is indeed a factor that affects and can affect Ukraine’s national security,” he noted.
That is why effective anti-corruption and counter-intelligence activities, along with the productive work of the SBI, “safeguard against the influence of corruption and the decisions of top officials, protecting us from outside - both external and internal – influence”.
In order to prevent such occurrences (events like the attacks on anti-corruption bodies) in the future, it is mandatory for us as a state to strengthen the agencies performing counter-intelligence activities, increase the efficiency of the SBI… and build up the system of anti-corruption institutions that will be able to effectively and independently combat top-level corruption,” Kalmykov emphasized.
In the context of strengthening anti-corruption bodies, he specifically noted the possibility of conducting high-quality expert examinations in criminal proceedings, the authority to independently intercept information, and the right to register criminal proceedings against Members of Parliament. However, according to him, these solutions require legislative and procedural changes.
