Ukraine has become the epicenter of unprecedented attacks in information and cyber space, as well as subversive operations. Response to the above must be systemic and from both domestic community and international one.

This idea was clearly emphasized by Ambassador Rolf Holmboe, Head of the European Union Advisory Mission for Civilian Security Sector Reform in Ukraine, at the 17th Annual Kyiv Security Forum “UA: UNITE AGAIN TO DEFEAT THE GLOBAL AGGRESSOR”, organized by the Arseniy Yatsenyuk Foundation “Open Ukraine”.

According to Ambassador, Russia’s hybrid war against Ukraine has a clear strategic goal and goes far beyond disinformation.

“This is not just about manipulating or distorting information. This is a strategic campaign of war. If we don’t call it a war, we won’t grasp the magnitude of all threats,” he said.

According to him, the intensity of attacks has increased significantly since last year: cyberattacks alone rose by 70% compared to 2023. At the same time, subversive activities, sabotage, online recruitment to various dubious structures have also heavily intensified. 

“I saw how Wagner group works in Mali. Here, same approaches are utilized: distortion of media environment, intimidation, recruiting into subversive operations, etc. In Ukraine, we witness all these at a more escalated level,” he added.

According to Rolf Holmboe, transition period after hostilities subside requires special attention, because it is the time when states remain particularly vulnerable to external influences and hybrid attacks.

“Ukraine must be ready for these challenges. As international partners, we can help with experience, knowledge, and tools. But the response must be systemic and comprehensive,” the head of the EU mission noted.

The Kyiv Security Forum, organized by the Arseniy Yatsenyuk’s Open Ukraine Foundation, is the main platform in Ukraine to discuss issues of war and peace, national and global security.
