Ukrainians show the highest level of trust in institutions that are directly responsible for the country's defence – the Armed Forces, the Main Intelligence Directorate (GUR), the National Guard, the Security Service of Ukraine (SBU) and the State Border Service. Most respondents also trust the President of Ukraine. Compared to September 2025, the indicator has decreased slightly – at that time, the balance was +12%.The Armed Forces of Ukraine remain the undisputed leader in terms of trust – the trust balance is +88.5% (57.4% – tend to trust, 36.9% – completely trust). Compared to September 2025, the indicator has increased by 1.5% – at that time, the balance was +87%.Other defence institutions also demonstrate a high level of trust:The Main Intelligence Directorate received a balance of +63.4% (62.4% – tend to trust, 16% – completely trust, an increase in the positive balance of 7%),the National Guard +59.4% (59.2% – tend to trust, 18.1% – completely trust),the Security Service of Ukraine +51.4% (60.9% – tend to trust, 11.9% – completely trust, an increase in the positive balance of almost 10%),State Border Service +50.1% (56.1% – tend to trust, 14.1% – completely trust, decrease in positive balance by 5%).Over the past six months, Ukrainians' trust in the NABU has grown significantly: the balance improved from minus 25.2% in September 2025 to minus 3.6% in February 2026. Currently, 38.3% of respondents trust the Anti-Corruption Bureau (32.5% – tend to trust, 5.8% – completely trust), 32.6% tend not to trust, and 9.3% do not trust at all. Trust in the National Police stands at 37% (32.5% – tend to trust, 4.5% – completely trust), distrust – 54.7% (42.7% – tend not to trust, 12% – do not trust at all), the balance was minus 17.7%. The indicator has deteriorated by 16.5% compared to September 2025, when the balance was minus 1.2%.The prosecutor's office is trusted by 25% of respondents. 46.2% tend not to trust it, and 11% do not trust it at all. The balance was minus 32.2%. In September 2025, it was minus 36.1%.Judicial system: 23.1% of respondents trust it, 58.3% do not trust it (45.5% tend not to trust it, 12.8% do not trust it at all), and 18.7% find it difficult to answer. The balance was minus 35.2%. Trust in the judicial system has increased compared to September 2025, when the balance was minus 51.4%.The Ukrainian government received a balance of minus 54% (49.8% – rather do not trust, 25.2% – do not trust at all). A total of 1,003 respondents aged 18 and older living in all regions of Ukraine (except for the Autonomous Republic of Crimea) were interviewed. The survey was conducted among citizens who were in Ukraine at the time, in areas controlled by the Ukrainian government and covered by Ukrainian telephone operators. The structure of the sample population reflects the demographic structure of the adult population in the territories where the survey was conducted as of the beginning of 2022 (by macro-regions, age, gender, type of settlement). The coming winter will test not only Ukraine’s endurance but also the collective ability of democratic nations to protect civilians from the weaponisation of energy. Many critical components require 10–24 months from financing approval to delivery and installation; therefore, procurement decisions must be taken immediately,’ the document states.The second priority is rapid, results-oriented targeted financing. The KSF recommends the creation of an accelerated EU-G7 energy sustainability programme, the use of mixed financial instruments and the expansion of military risk insurance mechanisms.The third priority is comprehensive protection and strengthening of critical energy infrastructure. "Restoration investments cannot be sustained if newly repaired facilities are destroyed again [...] Air defence is indispensable but cannot substitute for structural resilience. Protection measures must therefore be implemented simultaneously with decentralisation and diversification of generation," the appeal emphasises.The fourth priority is the accelerated introduction of distributed electricity generation and decentralisation of the heating system."In Kyiv alone, approximately 6,000–7,000 residential buildings remain vulnerable due to heating-system disruption; conversion of roughly 5,000 legacy buildings to autonomous heating solutions is estimated at approximately €1.5 billion, offering durable resilience at a cost lower than many alternative emergency-response measures," the appeal notes.The roundtable participants warn that if decisions are not made in time, the consequences will be irreversible. KSF appealed to the G7 and the EU: Unless energy security decisions are made by May, millions of Ukrainians may again be left without electricity next winter

This was stated by the Director of the Kyiv Security Forum, diplomat Danylo Lubkivsky, on SLAWA TV.The Director of the KSF emphasised the strategic importance of the military campaign in Iran for global security. ‘The conflicts we see today should be viewed in a comprehensive manner,’ Lubkivsky stressed.‘The defence of Ukraine is an integral component of Western security, and this defence must be ensured,’ he concluded.Responding to a question about a possible shortage of Patriot missiles amid the involvement of some European countries in the war with Iran, Lubkivsky expressed confidence in NATO's ability to pass this test.‘I would like to hope that the campaign launched in Iran will not last so long that it will jeopardise Ukraine's defence capabilities,’ the KSF Director noted.

The rise in oil prices caused by the war in Iran has led to higher gas prices, which will, in turn, lead to price increases across the board, including food. This was stated by Arseniy Yatsenyuk, Chairman of the Kyiv Security Forum and Prime Minister of Ukraine from 2014 to 2016, in an interview with Hromadske Radio on the programme ‘Beyond the Headlines’.“Oil prices have dragged gas prices up as well. For Ukrainians, this means: the price of fuel at petrol stations is different, and the price for the industrial sector in Ukraine (where industrial inflation has already exceeded 20%) is different. Secondly, this leads to inflation in general. If the price of petroleum products and gas rises, the next stage is a rise in prices for everything, including food. This is how basic economic laws work. The only question here is the time lag: will it be in a week or a month? This affects Ukraine’s fragile economy. The higher the price of energy, the higher the inflation,” emphasised the Chairman of the KSF.Yatsenyuk warned of the risk of stagflation – the simultaneous rapid rise in prices and a fall in economic growth. “This is what will happen to our neighbours in the European Union. This is already being predicted,” he noted.At the same time, Russia is profiting from this crisis. According to the KSF Chairman’s calculations, the aggressor country has already received around $2 billion in additional revenue. “If you look at global price trends now, you will see the following: every $10 increase in the price of oil per day equates to roughly $50 million in additional revenue for Russia. There is already a rise of at least $40 today. That is $200 million in additional revenue for Russia per day. Ten days is $2 billion, and a month is $6 billion. There are various estimates – ranging from $5 to $7 billion – which Russia will receive in additional revenue each month,” Yatsenyuk explained.The Chairman of the KSF cited specific figures for war expenditure: on average, Russia spends $10 billion a month on the war against Ukraine, and it now has at least a further $5 billion a month in additional funds.Hence, according to Yatsenyuk, there is a clear answer to the question of the prospects for peace: “Do you think Russia is closer to or further from real peace talks with Ukraine?”He noted that Iran is an accomplice to Russia’s crimes against Ukraine. “The Iranian regime did not merely sign a strategic partnership agreement with Russia in 2025. Since 2022, it has been supplying Russia with ‘Shahed’ drones, which Russia has now modernised,” the former prime minister emphasised.According to the KSF Chairman, a new axis of evil has been formed and is led by China. “Neither Russia, nor North Korea, nor Iran could behave this way without China. China will never show them that they are the senior partner in this group. China has a thousand-year history; they know how to bide their time. But in fact, an axis of evil has been formed, in which Iran played a key role,” Yatsenyuk stressed.

Yatsenyuk: Russia will earn an additional $5–7 billion a month from the war in Iran to fund its war against Ukraine

Elections in Ukraine can only take place once the war has ended. Until then, all state authorities are obliged to fulfil their constitutional functions. But for now, the office of the president, which is legitimate, and all other state authorities, including parliament, must carry out their functions. Whether this lasts three months or three years. Such are the historical circumstances,” Yatsenyuk noted, responding to a question about the parliamentary crisis.Apart from that, the Chairman of the KSF commented on the state of the Ukrainian economy: “Ukraine has been on life support since 2022. 60% of the budget is generated from domestic revenue, whilst 40% of the funds come from external support.”According to him, as the Ukrainian economy depends on Western support, the €45 billion a year in aid from the EU – which is being blocked by Hungarian Prime Minister Viktor Orbán – and the $8 billion from the International Monetary Fund are of the utmost importance. “This is critically necessary for the Ukrainian economy to function,” emphasised the KSF Chairman.
