Support for EU and NATO membership among Ukrainians has grown, according to a survey by the KSF

83% of respondents support Ukraine's accession to the EU, while 71.3% support NATO membership. Compared to September 2025, Ukrainian support for both of these strategic issues has grown. These are the findings of the survey commissioned by the Kyiv Security Forum and conducted by The Razumkov Center on the eve of the Munich Security Conference, which will take place on February 13-15.

The survey covers Ukrainians' expectations regarding the end of the war, their trust in the state, other countries and international institutions, as well as the resilience of households in the face of Russian attacks on energy infrastructure.

EU accession

Respondents mainly support Ukraine's accession to the European Union. 83% of respondents are in favour of accession, 10.9% are against, and 6.0% find it difficult to answer.

Compared to September 2025, support for EU membership has increased from 81.7% to 83%. This is the highest figure for the entire monitoring period since 2021. For comparison: in September 2024, 73.7% supported accession, in February-March 2023 – 78.6%, and in September-October 2022 – 78.4% of respondents.

The lowest level of support for EU membership was at the beginning of the observation period, in November-December 2021 (55.6% of respondents).

NATO membership

71.3% of respondents support Ukraine's accession to NATO, 17.9% are against it, and 10.8% find it difficult to answer.

Support for NATO membership has grown by 2.8% compared to September 2025, when 68.5% were in favour. At the same time, the figure remains lower than in previous years: in September 2024 – 72.1%, in February-March 2023 – 74.2%.

In November-December 2021, 47.8% of respondents were in favour of NATO membership, compared to 33% that were against it.

NATO's effectiveness

Most Ukrainians believe that NATO is capable of effectively defending itself in the event of an attack by Russia. According to the poll, 57.8% of respondents share this opinion, 28.6% disagree, and 13.6% find it difficult to answer.

At the same time, opinions are divided on the possibility of Russia attacking one of the NATO countries. 16.1% of respondents believe that Russia “definitely intends to attack,” 52% believe that it “may intend to attack,” 19.6% believe that it “does not intend to attack,” and 12.2% find it “hard to answer.”

The sociological survey was commissioned by the Kyiv Security Forum and conducted by The Razumkov Center on government-controlled Ukrainian territories from January 31-February 04, 2026, using phone interviews. A total of 1,003 respondents aged 18 and older living in all regions of Ukraine (except for the Autonomous Republic of Crimea) were interviewed. The survey was conducted among citizens who were in Ukraine at the time, in areas controlled by the Ukrainian government and covered by Ukrainian telephone operators. The structure of the sample population reflects the demographic structure of the adult population in the territories where the survey was conducted as of the beginning of 2022 (by macro-regions, age, gender, type of settlement). The theoretical sampling error does not exceed 3.2%.
