“Beyond peace and security, a humane state is vital to motivate returns” – Duhnich
23.04.26

Surveys on people’s motivation to return to Ukraine indicate that their decisions depend not only on peace, security, and economic growth, but also on a state that treats its citizens with dignity. This was stated by Olha Duhnich, Head of the Demography and Migration Programme at the Frontier Institute, at the 18th annual Kyiv Security Forum “Darkness or Dawn: Is Light Ahead?”

“We have conducted a comprehensive study analysing surveys and questionnaires on people’s needs and their motivation to return to Ukraine. Many Ukrainians currently in Europe are experiencing something new – a people-centred state where the individual is the focal point. They now have experience of a state they can truly trust,” Duhnich noted.

She explained that this experience creates a strong desire to live in a country where ‘the state serves people differently from how it does now.”
“When we ask people about their motivation to return, it is not just about peace and security, economic development and recovery, it is also about a state that treats them with humanity,” said the Head of the Demography and Migration Programme at the Frontier Institute.

Kyiv Security Forum (KSF) is an annual international event launched in 2007 on the initiative of Arseniy Yatsenyuk Open Ukraine Foundation. This year’s Forum is taking place on 23-24 April.
