“Local self-government has proven its effectiveness” – Groysman

The decentralisation reform has become one of the key factors in strengthening the state and its resilience during crises and war. This was stated by Volodymyr Groysman, Prime Minister of Ukraine (2016–2019), at the 18th annual Kyiv Security Forum “Darkness or Dawn: Is Light Ahead?”
According to him, until 2015, local self-government had virtually no real powers or resources. However, following the reform, the situation changed a lot.

“Prior to 2015, communities had neither financial resources nor opportunities, playing largely a formal role. “We took an approach unprecedented for central government by transferring powers to the local level. As a result, community budgets grew by five- to sixfold, development resources emerged, and the process began,” Groysman noted.

He emphasised that the reform provided the impetus for self-organisation and local development.

“We unleashed  the energy of millions. Communities began shaping their own paths towards greater efficiency. In effect, we dismantled a rigid, centralised system that had stood for decades,” he stressed.

According to the former Prime Minister, the effectiveness of local self-government became particularly evident during crises –  first with the COVID-19 pandemic and later during the full-scale war.

“During COVID, it was the communities that responded swiftly to the challenges. And during the war, they had the resources to support the army, mobilise capabilities, and assist people,” he noted.

Groysman also outlined three key priorities that should guide the development of communities today.

First, security and defence, both external and internal. Second, the resilience of infrastructure, the economy, and life-support systems. Third, care of people, especially the most vulnerable. Community strategies must be built around these three pillars,” he explained.

He further stressed the critical importance of preparing for potential renewed strikes on infrastructure.

“We clearly understand the enemy’s tactics. Therefore, every community must have a clear action plan in the event of a total blackout: how systems will function and how basic needs will be met. Some communities are already prepared, but the question remains whether all are truly ready,” Groysman remarked.
