The objectives of the so-called 28 point ‘peace plan’ were to delay sanctions against Russia and avoid confiscation of Russian sovereign assets. This was stated by the Chairman of the Kyiv Security Forum, Prime Minister of Ukraine in 2014-2016 Arseniy Yatsenyuk in an interview with the Ukrainian media ‘Apostrophe’.
‘The first task was to postpone sanctions. However, there was also a second one – the confiscation of Russian sovereign assets [...] I believe that Russian national assets belong to Ukraine. Whether in the form of confiscation or reparations, in any case, it is our money,’ stated Arseniy Yatsenyuk.
According to him, the announcement of the ‘plan’ has caused a positive reaction for Ukraine, ‘mobilising’ the EU and the US: ‘all cards are on the table’. He also added that the American people continue to support Ukraine. ‘Both the Republican and Democratic parties and their voters support Ukraine. The Americans will have midterm elections next year. And this has a direct impact on the mandate of each member of Congress,‘ Arseniy Yatsenyuk added.
At the same time, he warned that Putin is not ready for negotiations and is ’trying to outplay the American administration. ‘Putin will never take any points into consideration; he is not ready to sit down at any negotiating table. As long as the Americans do not put pressure on India and China, which consume 85% of Russian oil, he will continue to receive sufficient income to carry on with the war,’ the former prime minister emphasised.
