The Chornobyl disaster, caused by both human and technical factors, demonstrated the need to strengthen personal responsibility among personnel at nuclear facilities. Hans Blix, former IAEA Director General (1981–1997), made this statement during the 18th annual Kyiv Security Forum, which was held under the theme "Darkness or Dawn: Is Light Ahead?"
"We concluded that the accident was caused by a combination of operator errors and design flaws. Russians tried to downplay this a little. As for the operators, they were well-trained people, but the Soviet system did not encourage personal responsibility," he noted.
At the same time, Blix added: "I think the philosophy of nuclear safety culture is, of course, to follow instructions, but also to remain vigilant and to question one's own actions."
"This is an important lesson, and I believe it speaks in favor of greater freedom of thought in society," he emphasized.
The former IAEA Director also noted that Ukraine now "needs healing".
"I personally hope… that Russia will adopt the same kind of decolonization that France and the United Kingdom have," Blix emphasized.
