84% of Ukrainians believe in Ukraine's victory in the war with Russia. This figure has grown significantly, according to a survey by the Kyiv Security Forum (KSF)
13.02.26

The vast majority of Ukrainians – 83.9% – believe in Ukraine's victory in the war with Russia. Compared to September 2025, this figure has grown significantly. These are the findings of the survey commissioned by the Kyiv Security Forum and conducted by The Razumkov Center on the eve of the Munich Security Conference, which will take place on February 13-15.

The survey covers Ukrainians' expectations regarding the end of the war, their trust in the state, other countries and international institutions, as well as the resilience of households in the face of Russian attacks on energy infrastructure.

Most Ukrainians believe in Ukraine's victory. 51.8% answered ‘yes,’ and another 32.1% answered ‘probably yes.’ 8.7% of respondents do not believe in victory (7.0% answered ‘probably no,’ and 1.7% answered ‘no’).

Compared to September 2025, the percentage of those who believe in victory has increased from 73.9% (39.9% said ‘yes’ and 34% said ‘probably yes’). This is also higher than in February-March 2025, when 74.2% of respondents believed in victory (42.7% – ‘yes’, 31.5% – ‘probably yes’).

When will the war end

Ukrainians' opinions on when the war will end are divided. Most respondents – 35.9% – believe that the war will end within the next 2-3 years. 17.7% of respondents believe that the war will end by the end of 2026; 16.9% believe it will end within the next five years.

Only 5.5% believe that the war will last more than five years. 4.5% of respondents believe that it will not end in the foreseeable future. 19.5% find it difficult to answer.

Negotiations with Russia

Half of Ukrainians are sceptical about the progress of negotiations. 32.7% believe that the Ukrainian government is negotiating with the US, the EU and Russia on a possible peace agreement ‘rather unsuccessfully’, while 17.4% believe it is ‘unsuccessful’.

33.6% of respondents assess the negotiation process positively: 30.7% – ‘rather successful’, 2.9% – ‘successful’. Difficult to answer – 16.3%.

The sociological survey was commissioned by the Kyiv Security Forum and conducted by The Razumkov Center on government-controlled Ukrainian territories from January 31-February 04, 2026, using phone interviews. A total of 1,003 respondents aged 18 and older living in all regions of Ukraine (except for the Autonomous Republic of Crimea) were interviewed. The survey was conducted among citizens who were in Ukraine at the time, in areas controlled by the Ukrainian government and covered by Ukrainian telephone operators. The structure of the sample population reflects the demographic structure of the adult population in the territories where the survey was conducted as of the beginning of 2022 (by macro-regions, age, gender, type of settlement). The theoretical sampling error does not exceed 3.2%.
